Among other things, the correct method that you've illustrated above makes it a much less appealing cat toy. I guess you've got no cats in your workplace, but at home, it's an issue.
Unless you have a young child / cat that will otherwise completely unwind the roll.

As long as you replace the empty roll, I don't care which direction it hangs.
Is it just my eyes, or is the roll holder (the springy-thingy upon which the TP roll rests) not lined up, and likely to pop out the first time someone pulls on the roll of TP?
If so, was this not just a poorly designed and ill-mannered practical joke, or just incompetence?
Shrimp: It's a special insert, that has a swivel that allows the spindel to swing out away from the wall, for EXTRA-large rolls.
When you have a daughter with cerebral palsy, who cannot use one arm effectively, you hang the roll to unwind from the bottom, so that she can pin it to the wall with her lucky fin, thus enabling her to tear it off easily with her good hand.

I always told my children that under-achievers put the roll on that way... OVER-achievers do it the right way. :)
Can I find the end in the dark? If no, then it is hung wrong. My Mother goes by the little floral print, which can best be seen if the end is away from the wall. I worry less about aesthetics than accessibility.

no putting the empty milk back in the fridge is a beating offense in any civilized culture. Rule of Thumb doesn't apply to an empty in the fridge, Rule of Wrist is the way to go.
the only time I had to put a toilet paper roll in the 'backwards' place is (as Retardo said) when cats like to play with it by rolling it all out, or when TODDLERS do the same.
